What was measured blocks of ten
The pool is cut at every tenth number: 01 to 10, 11 to 20, and so on. Each draw is sorted into those blocks and the biggest of the counts is kept. A draw holding 030709 plus four numbers spread elsewhere has a biggest cluster of 3.
Every block holds a full ten numbers in this game, so none of them is handicapped. Every predicted figure here is computed from each draw's own pool, with that draw's own block sizes, and then added up.
